Former President Benigno Simeon “Noynoy” Aquino III said to the media in 85th birth anniversary of his late father, Sen. Benigno “Ninoy” Aquino Jr, that the problems that the Metro Rail Transit Line 3 (MRT-3) is facing is a product of the Arroyo administration’s actions.
He said that his administration did have a plan to overhaul that the defective train line but unfortunately it did not follow through.
“Ang dinatnan naming problema… Dumating yung punto na sinabi na ng Sumitomo ‘sobra ang paggamit niyo ng MRT,” Aquino said.
Aquino claimed that because of the over usage of the MRT-3, the maintenance provider Sumitomo had to raise the costs of maintenance the not provide a warranty to minimize the already high cost of maintenance.
“Kung itutuloy namin yung maintenance nito itataas namin yung presyo dahil sobra sobra yung paggamit niyo. Hindi na rin namin kayo bibigyan ng warranty,’” Sumitomo said, according to Aquino.
Sumitomo’s contract ast the MRT’3 maintenance provider started from 2000 and ended on 2012, prompting the government to hire and have a new contract with a new maintenance provider.
In December 2015, the Aquino administration awarded a P3.8-maintenance contract to Busan Joint Venture because they accordingly, had the experience and capitalization necessary for properly maintain the MRT.
This action that was acted upon by then-Department of Transportation and Communication is now facing charges for being anomalous and was allegedly utilized to illegally amass government wealth to private hands.
Department of Transportation (DOTr) Undersecretary Rainer Yebra said “Busan Joint Venture won the contract with then-DOTC and one of joint venturers there is Busan Transportation Corporation. Siya yung may experience, may required capitalization. [The] Joint venture should’ve included Busan Transportation Corp.”
“Instead, they formed BURI, where Busan Transportation Corporation, the Korean giant, only got 4.7-percent equity and we believe that in itself is anomalous,” he further added.
The DOTr filed a complaint against former Transportation Secretaries Mar Roxas and Jun Abaya, of plunder in connection with the MRT contract.
The said former Aquino administration officials dismissed the complaint.
